PRESIDENT PUTIN APPROVES PROCEDURE TO CONSIDER CANDIDATE FOR TOP POST IN A CONSTITUENT MEMBER OF RUSSIA

MOSCOW, December 27, (RIA Novosti) - President Putin has signed a decree on the procedure for examining candidates for the highest post in a constituent member of the Russian Federation (head of the supreme executive body of state power in a region), reported the presidential press service.

According to the Statute, candidates for the post of the top official of a constituent member of the Russian Federation are presented to the president by the head of the presidential administration.

In their turn, proposals of candidates for the post of the highest official in a constituent member of the federation are made to the head of the presidential administration by presidential envoys in the appropriate federal districts (of which there are seven).

In submitting their proposals for candidates, account is taken of their prestige and business reputation, experience of public (state and social) activity, and also the results of preliminary consultations with public organizations of the respective constituent member of the Russian Federation.

The head of the presidential administration is simultaneously offered not fewer than two candidates for the post of the highest official of a constituent member of the Russian Federation. Proposals are submitted not later than 90 days before the expiry of the term of office of the top official in the constituent member of the federation, and in the event of an early termination of his powers, within 10 days.

Should the Russian president reject the submitted candidates to the post of the highest official of a constituent member of the federation, new candidacies are presented by the head of the presidential administration of Russia within deadlines fixed by the Russian president that ensure observance of the norms of federal legislation.

Enclosed with a proposal of a candidate for the top official position in a constituent member of the federation are a copy of an income and property statement dulycertified by the appropriate tax authority on the acceptance of the statement for examination; a memo on the results of preliminary consultations about the proposed candidacy; information and other reference materials: an application of the citizen whose candidacy is being submitted to the post of the top official of a constituent member of the federation that he agrees to an examination of his candidacy with the pledge that should he be vested with powers of the supreme official of a constituent member of the federation he would terminate any activity incompatible with federal legislation on the status of that position.

The Statute does not apply to the top official of a constituent member of the federation who raised the issue of confidence and early surrender of his powers before the president.
