"The problem of the efficiency of the state officials is being solved within the framework of the existing legislation by means of new methods of personnel training, selection and distribution," the Security Council noted.
In compliance with the federal law On the Bases of the State Service of the Russian Federation, state servicemen are employed on a contest basis. They undergo relevant certification tests to determine the level of their professional training, competence and ability to fulfill their duties effectively.
"On the whole these measures let us hire the most competent and well-trained specialists. Therefore, it is hardly expedient to follow the western example and employ them on the basis of an IQ-test," the Security Council said.
