LOSERS OF PARLIAMENTARY ELECTIONS HAVE NO CHANCES AT EUROPEAN COURT

MOSCOW, February 8 (RIA Novosti) - Head of the Russian Central Election Commission Alexander Veshnyakov believes that the appeal of the losers of the Russian State Duma elections to the European Court has no prospects.

On Monday the cassation board of the Constitutional Court dismissed the appeal of the Yabloko and KPRF (Communist) parties and seven individuals to the Central Election Commission on the cancellation of the results of the elections to the State Duma of the fourth convocation which took place in December 2003.

The plaintiffs claimed their intention to appeal to the European Human Rights Court.

"Citizens have the right to appeal to the European Court but in this case in makes no sense. I regard this as a possibility for political PR," Mr. Veshnyakov told journalists on Tuesday.

According to him, the CEC opponents have no evidence to cancel the elections.

However, the Central Election Commission agrees with the plaintiffs that leaders of political parties should give up their deputy mandates. The new bill on elections removes this drawback. If the leaders (usually these people are top state officials) do not give up their mandates, a political party will be deprived of the mandates.
