A Roskosmos spokesman told RIA Novosti that the agency's head spoke in Brussels at the third summit on creating the global earth observation system.
In his speech he underscored "the importance and the necessity of pooling efforts in creating a joint earth observation system," the Roskosmos spokesman said.
The summit, which concluded its work on Thursday, resulted in the signing of a resolution on the system and a 10-year plan for its creation.
A Russian delegation will also participate in the International Conference for Cooperation in Space. Its organizers pursued the idea of exchanging views at the level of high-ranking state officials, space agencies and international organizations.
The main aim of the conference is to reflect the advantage of international cooperation in space programs and to define the role and the destination of such cooperation in the so-called Unified European Space Program, now being formed.
The conference's three main themes, Space and Science, Space and Development, and Space and Parrying Natural Calamities, will be highlighted through presentations and discussions. Mr. Perminov will also speak on the theme of Space and Science.
The conference is scheduled to open with a direct communication session with the International Space Station, and the delegates will greet its crew Russian cosmonaut Salizhan Sharipov and NASA astronaut Leroy Chiao.
The Russian delegation will complete its work on February 18.
