"Moldova is calling the European Union, the USA, Ukraine, Romania and Russia to sign the declaration and join the negotiations," said President Voronin.
The stability and security declaration promises to make a political basis for the talks, he remarked. "The latest political changes in the Black Sea region are offering Moldova another chance to peacefully reinstate its territorial integrity. To use that chance, Chisinau will take the most dynamic and constructive stance possible," reassured the president.
The OSCE-Organization for Security and Cooperation in Europe-makes its decisions on a collective arrangement. The Organization urgently needs to be reformed. Messrs. Voronin and Rupel agreed on that point. "Slovenia will actively work for it within its mandate," said the visitor.
"Moldova looks forward to assistance in territorial reintegration efforts from the OSCE, entire Europe and the world community-they all are, no less than Moldova, interested in re-establishing lawful control of Transdniestria," emphasized President Voronin.
He called the OSCE to get on its agenda the issue of Russia's compliance with pledges to pull out its contingent and arsenals from Moldova's breakaway republic. As he sees it, the OSCE ought to set up an ad hoc commission for monitoring Russian military property on the left Dniester bank. "Separatist authorities have for many years banned OSCE expert access to military depots," Mr. Voronin pointed out.
