PACE MAKES EXCESSIVE DEMANDS ON RUSSIA

MOSCOW, March 16 (RIA Novosti) - According to Konstantin Kosachev, the State Duma's Foreign Affairs Committee chairman and head of the Russian delegation to PACE, PACE's draft report on Russia's delivering on its commitments includes excessive demands.

"We are very guarded towards the report. The demands it makes on Russia are too high," Mr. Kosachev said in his telephone interview with RIA Novosti.

He is attending a PACE Monitoring Committee field session in Paris, during which the draft report on how Russia complies with its commitments is to be made public.

Mr. Kosachev said that the Russian delegation would submit its comments on the draft report during today's session of the committee.

Joining PACE in 1996, Russia made several commitments. Since then, its compliance with them has been watched by PACE's relevant committee.

"Monitoring facilitates heavily to paving the way for dispute. In principle, we are very displeased with that," Mr. Kosachev said.

The report is to be submitted for discussion at PACE's spring session slated for late April. David Atkinson and Rudolf Bindig are to deliver it.

Mr. Kosachev stressed that as soon as the parties begin to reach agreement on "relieving Russia from a commitment, a new one is added".

The Russian delegation to PACE suggested monitoring requirements should be discussed at the Council of Europe summit meeting scheduled for May 16-17 in Warsaw. However, PACE has been stalling off the proposal.

PACE's Chairman Rene van der Linden on a visit to Moscow last week told RIA Novosti that the monitoring of the Russian commitments was exercised on the terms equal for all member states.

He said he was certain that "criticisms by the Council of Europe of certain states only contribute to the process".

Mr. van den Linden emphasized that Russian had assumed those commitments willingly and "decided to handle the capital punishment cancellation, judiciary reform, liberalizing media freedoms, etc. voluntarily."
