"New figures will appear through the Public Chamber, including new politicians, who will soon occupy a serious place in our elite," Mr. Popov said.
He sees not only well-known public figures as future members of the Public Chamber, but also "new people who are known so far only among experts."
According to Mr. Popov, not only big public organizations, but also smaller, regional ones will be represented in the Chamber.
Chamber members will be able to take part in State Duma and the Federation Council sessions, which will enable them to influence the laws being adopted and to ensure effective control of executive power activity.
State Duma Vice Speaker Vladimir Pekhtin said that the Public Chamber must become a filter for poorly planned and large legislative initiatives.
"The main task of the Public Chamber is to competently control legislative initiatives from the civil position, from the point of view of their conformity to public demands and also to form new legislative initiatives meeting the people's requirements," he said.
Mr. Pekhtin also said that the United Russia faction had supported the draft law on forming the Public Chamber in the third reading.
"The members of the United Russia faction did everything possible in the process of finalizing the bill for the Chamber to become independent; no politicians, officials or representatives of commercial organizations will be in it," he said.
According to Mr. Pekhtin, "the Chamber's authority will first depend on the personal qualities of its members. If brilliant public figures, standing on real civil positions are dominate among them, the Chamber will work efficiently and will become a respected and influential institution of civil society."
