According to the Government's press service, in case the Federal Veterinary and Phyto-sanitary Inspection orders a full or partial ban on import of beef, pork or poultry from a supplying state (a union of states) for reasons of adverse epizootic situation in the area, a meat importer with a valid meat-importing license is entitled to re-assign the license to any other supplying state (union of states) within the same quota irrespective of the overall quota pre-established for the state (union of states) in question.
"The Federal Veterinary and Phyto-sanitary Inspection will within a period of three days following the date of imposing a total of partial ban on import of the goods listed in paragraph 1 of this decree due to adverse epizootic situation inform the Economic Development and Trade Ministry and the Federal Customs Service of the Russian Federation of such a ban," the Government's decree says.
The document enters in force upon the date of its official publication.
