FUEL AND ENERGY COMPLEX GROWTH NOT TO EXCEED 5%

MOSCOW, March 21 (RIA Novosti) - The growth of the fuel and energy complex (TEK) in the near future will not exceed 5%, Russia's Deputy Minister of Economic Development and Trade Andrei Sharonov said Monday at the All-Russian energy forum focusing on Russia's TEK.

"Today, the TEK is losing its dynamism and will not be able to grow by more than 5% in the near future," Sharonov said.

According to Sharonov, a slowdown in the growth of oil output is planned between 2005-2008 for a number of reasons. By 2010, the proportion of highly effective oil reserves could drop to 30% because of the increase in the number of non-operative wells.

"To ensure the necessary growth in output, the pipeline system's role must be enhanced," he said.

"The passiveness of the new production units in the fuel and energy complex, in particular in liquefied gas, could result in Russia losing promising markets," Sharonov said.

He noted that before 2015, the sum total of the investments in the development of the pipeline system could reach $180 billion.

Within the medium-term program, the Russian Federation's industrial output in 2015 will increase 1.52-1.82 times, and in the TEK 1.15 times compared with 2004.

Sharonov said the share of the fuel and energy complex in Russian export will diminish to 43.6% by 2015.
