NEW KYRGYZ SPEAKER ON POSSIBLE NEGOTIATIONS WITH AKAYEV

BISHKEK, March 28 (RIA Novosti) - Omurbek Tekebayev was elected as the speaker of the new Kyrgyz Parliament.

In the course of the secret voting, 56 deputies voted for and six deputies against the candidacy of Tekenbayev. In all, 63 deputies participated in the voting with one ballot considered to be invalid.

Three candidacies were considered for the post of the Kyrgyz Parliament speaker. However, before the voting two out of the three candidates refused to participate.

Tekenbayev, the deputy of the third convocation, openly criticized the policy of overthrown President Akayev.

However, the new speaker stated that the Kyrgyz Parliament intends to hold negotiations with Akayev. According to him, a special state commission will be formed to coordinate the negotiations.

"I believe that the meeting is possible. The solution will be found in the coming days," Tekenbayev said.

Meanwhile, Turgunaly Abdraimov, the acting Head of the Kyrgyz Central Election Commission (CEC), stated that starting from Monday the new Parliament is the only legitimate legislative body in Kyrgyzstan.

"We cannot paralyze the work of the whole administrative body because of the 15 disputable districts," he told the journalists. Abdraimov explained that according to the electing legislature Parliament is considered legitimate if two thirds of its members were elected. Currently, 69 out of 75 MPs of the Kyrgyz Parliament received the mandates.

According to Abdraimov, in the nearest future CEC representatives will set off to all constituencies, where the outcomes of the elections are disputable, in order to solve the disputes on the spot. "I hope that the disputable issues will be solved in the next two weeks," he noted.

Abdraimov believes the decision to hold the Presidential election on June 26 is legitimate.

"This date was not coordinated with us. This date was set by the Legislative Assembly (the lower chamber) of Parliament, which was legitimate at that time," the Kyrgyz CEC said. "It was a political decision and we have to follow it," he stressed.

At the same time, Abdraimov believes that "technically it is very complicated to organize the elections in three months." He confirmed that the CEC Chairman is currently not in the country.

"Apparently CEC Chairman Sulaiman Imanbayev moved from the country. We received his fax message from Alma-Ata, where he sends in his resignation. The rest of the CEC staff retain their posts and therefore the commission is legitimate," Abdraimov disclosed.

Akylbek Dzhaparov, the Finance Minister, said in his turn that Kyrgyzstan would be fulfilling all international financial obligations.

"The new authorities will definitely continue to fulfill all international financial obligations," Dzhaparov told journalists.

"The revolutions didn't harm the financial stability. There certainly was a damage, which we will estimate by the end of the current week," the minister said.

According to him, the problems concerning the budget inflows were observed in the regions, where people had appointed governors on their own. "These regions stopped their financial flows, however, I spoke with new governors today and they promised me to restore the situation," the minister noted.

There is also no threat of delay in payment of wages and pensions, he assured.
