INGUSH PRESIDENT DOES NOT INTEND TO RESIGN

MOSCOW, March 28 (RIA Novosti) - Murat Zyazikov, the President of Ingushetia, Russia's federal republic that seceded from the Chechen-Ingush Autonomy in the early 1990s, described as provocative a rally to demand that Prigorodny district (now part of neighboring North Ossetia) be returned to Ingushetia, which was due to take place in Nazran, the republic's former capital, on Monday.

"This is a provocation fanned by some media outlets. Certain individuals are seeking to bring instability in southern Russia. That's the problem," Zyazikov said in a RIA Novosti interview.

The president denied reports that he was absent from his office.

"Reports are being spread that the president has left the republic... I am not going to resign, and I will not allow to turn the republic into a hot spot and a hotbed of instability. Nothing of the kind will happen here," said President Zyazikov.

Zyazikov said the republic did not need reinforcements to ensure its security. "There are no and there won't be any armored vehicles or any additional troops here. There is no need in them," said the president.

A public organization had requested Nazran's Mayor's Office for permission to hold the meeting, said the president. "They urge a solution to the Prigorodny district issue," he said.

Zyazikov recalled that requests for holding protest acts had to be filed 10 days in advance.

"They (organizers) approached the Mayor's Office 4 days in advance, rather than 10 days stipulated in the law. There are no responsible persons [among organizers]. As far as I know the Mayor's Office did not authorize the meeting," said the president.

In the event the public organization undertakes to hold an unauthorized rally, authorities will not use force to stop it, said the president. The republic's authorities approached the central authorities a week ago urging to determine the republic's borders. "Our parliament approached the State Duma and the central authorities with a request to set up a commission for fixing the borders. Our activities correspond to law and the Constitution," said Zyazikov.
