BISHKEK, March 28 (RIA Novosti) - Coordinator of the security-related agencies of Kyrgyzstan Felix Kulov has said that people cannot keep power in hand.

"Control of power should be at the level of the elite not the people", Kulov said a live broadcast of the television company Pyramid. New power will resort to "tougher measures than usual" in order to resume stability, he added.

The politician, seen by many in Kyrgyzstan as a favorite at the future presidential election, declined to say whether or not he would be nominated for presidency.

"I believe that it is the people who must fix a president for Kyrgyzstan. Worthy candidates are many", Kulov said.

He said that the development of the national political system should be through the development of political parties and that his party is preparing a new program, which will consolidate all the social segments and ethnic groups.

Kulov also invited politicians not to speculate on the idea of double citizenship with Russia.

"It is a very difficult question, on which some parties are speculating. I think that Russia will not OK it", Kulov said, answering TV viewers' questions in live transmission.

Kulov said that double citizenship was more realistic earlier than now when the problem of extremism exists in Kyrgyzstan.

"For Russia to go for it, it has to be sure that Kyrgyzstan is protected from world terrorism. Now, many terrorists use our passports when travelling around the world", Kulov said.

He also said that the question of double citizenship with Russia may be raised later, when stability is resumed in the country.
