MOSCOW, April 5 (RIA Novosti) - There is no crisis of ideas in Russia, but there is a crisis regarding the implementation of these ideas, believes Economic Development Minister German Gref.
"There is clear understanding in the country of what should be done, but there is a crisis of implementation of these ideas on all levels, including state power," Gref told journalists on Tuesday.
In his words, the process of reforms shouldn't be protracted.
"Within two years to come we have to lay the foundations for fundamental transformations in such spheres as education, healthcare and science," said Gref.
In his words, the forthcoming reforms are technologically complicated. He said the reforms would touch upon a great number of different social groups. "Preservation of the present situation will be even more painful for many people," Gref said.
