Speaking in the State Duma on Wednesday, he said that the introduction of information technology into the state bodies of Russia would make it possible to considerably cut the time spent on talks between citizens and officials.
In his opinion, these procedures annually total about three billion man-hours. If these time expenditures are cut by at least one fifth, the economic effect will amount to "tens and hundreds of millions of dollars."
Reiman also said that the ministry continues to open places of a collective access to the Internet in post offices. As of January 2005, 3,500 such places were opened. In 2004, 3.7 million people used their services. According to the minister, by 2007, it has been planned to increase their number to 7,500 - 8,000.
He said that the ministry had initiated the program for registering the radiation power of mobile phones and the degree of its influence on a man. When the appropriate regulations are worked out and adopted, they will be sent, as standards, to the producers of mobile phones and operators of cell communication.
Touching upon the situation concerning the Svyazinvest, Russia's biggest telecommunication holding company, Reiman said that all the Svyazinvest member companies are quoted on the market. Therefore, it is the company's market capitalization that must be a target price in selling the Svyazinvest. "The real price must be determined through an auction," he said.
The minister underscored that questions always arise with regard to the activity of this big company, the Svyazinvest, but "there are no principled violations of the legislation in its activity today."
