DESNOGORSK, SMOLENSK REGION. April 23 (RIA Novosti) - Russia is setting up an interbranch ad hoc team to switch the government Rosenergoatom concern to shareholding arrangements, said Alexander Rumyantsev, Federal Nuclear Energy Agency (Rosatom) chief, as he met journalists at the Smolensk nuclear plant today.

The team has a big job ahead, to blueprint the concern reform down to the smallest detail. The task demands the acting legislation amended-there is a new bill to pass, on shareholding patterns for nuclear industrial companies, and four acting laws to amend, in particular, the law on electric power industry and the law on nuclear energy use, said Rumyantsev.

The Rosenergoatom is a federal unitary government company on the Russian corporate top twenty. All Russian-based nuclear plants are within its jurisdiction.

Novosti asked Mr. Rumyantsev to evaluate the performance of Mohammed el-Baradei, IAEA Director General. Our interviewee complimented the agency and its chief on extreme efficiency in tackling problems the world confronted in the instance of Bushehr plant construction in Iran.

He described El-Baradei's activities as reasonable, just, conscientious, and very effective.

The IAEA Board of Governors is due to gather for an extraordinary session, April 27, to discuss tentative dismissal of its Director General.
