BISHKEK, May 20 (RIA Novosti) - Following advice from "the Moscow spin doctors" the Kulov-Bakiev political tandem has taken shape, First Vice-Premier of Kyrgyzstan Felix Kulov said.

He has invited "a small team of spin doctors from Moscow" to help in organizing the presidential election on July 10.

"Thanks to the correct and precise evaluations, we have made the right decision. The spin doctors from Moscow have an unbiased vision of the situation and are guided above all by the principle 'do no harm'," Kulov told journalists on Friday.

He said that, according to the Moscow specialists, the current acting president and the prime minister, Kurmanbek Bakiev, stand a chance to win from 65 to 72 percent of the votes at the upcoming presidential race.

Bakiev and Kulov have agreed upon going to the election as a team, the Bakiev press service told RIA Novosti on May 13.

"I'd like to make public yesterday's memorandum between me and Kulov that he will not go for the presidential election and, in the event of my victory, takes the post of prime minister," the Bakiev press service said.

A spokesman for the Kulov press service has also confirmed to RIA Novosti that Bakiev and Kulov have formed an election tandem.

"Authority of the premier will in this way be greatly expanded. Actually, the prime minister will tackle economic and the president political and military issues," the representative of the Kulov press service said.

By now, ten persons have been filed as candidates. Back on Friday, May 14, parliamentarian Bayaman Erkinbayev said he was going to run.

The idea proposed by the Moscow spin doctors was earlier tried out at the presidential race in the self-proclaimed republic of Abkhazia, where irreconcilable rivals Sergei Bagapsh and successor of the former president (Vladislav Ardzinba) Raul Khadzhimba had set up a tandem and won a landslide victory. As a result, Bagapsh is the president and Khadzhimba is the prime minister.
