"The implementation of the functions of state authority is too much concentrated at the federal level," reads the President's Budget Message to the Russian Federation's Federal Assembly.
In Vladimir Putin's opinion, "what is needed is the further expansion of the list of federal powers to be delegated to the bodies of state authority in the Russian Federation's constituent members, with the granting of subventions to them from the federal budget."
"This work should be synchronized with the implementation of measures to improve the scheme of placing and reducing the staff of territorial federal executive bodies," the Message continues.
Vladimir Putin proposes that changes should be introduced into the mechanism of forming and distributing the Federal Regional Development Fund.
This task should be implemented "with due account taken of the application of uniform methodological principles in selecting regions for investment support, and also of the procedure for giving money from this Fund with due regard for financial possibilities of the Russian Federation's constituent members."
Apart from this, the president deems it necessary to provide sufficient funds for social assistance to labor veterans, workers in the rear, the rehabilitated persons and people regarded as victims of political reprisals, the victims of political reprisals and families with children, in the Fund for Co-financing of Social Spending.
