"We have an absolutely real opportunity and necessity to unfold an offensive strategy," Chubais said at an SPS congress.
"We all are well aware that we are in the political consequences of the heaviest defeat we faced in December 2003," he said.
At the parliamentary elections on December 7, 2003, neither Yabloko of Grigory Yavlinsky, nor the Union of Right Forces, which was at that time headed by a trio - Boris Nemtsov - Irina Khakamada - Anatoly Chubais, were able to negotiate the 5% barrier, to be for the first time left outside parliament.
"Defeat was followed by a defensive strategy, but the renewed charter, renewed leadership and renewed SPS were to turn from strategic defense to strategic offensive," he stressed.
Chubais said things were difficult inside the party.
"We must be aware of what large-scale forces in the country would dream of destroying us and how much they would pay for this," he added.
Chubais called on his party companions to vote for changing the party's charter. "I speak about renewal of the charter, election of the political council chairman together with his deputy," he said.
He called on party companions to vote for Nikita Belykh as party leader and Leonid Gozman as his deputy.
"Those who are trying to break the link Belykh-Gozman, are trying to break our party," Chubais said. "The party's fate would be decided at this congress," he said.
After Chubais's speech, delegates adopted amendments to the party charter, in line with which, the chairman of the SPS political council is elected together with his deputy. Besides, from now on, regional offices of the party are allowed not to coordinate with the center the party lists at elections to regional legislative assemblies.
