The committee finished its investigation and forwarded the case to the Golovinsky district court in Moscow, the press service said.
The suspects, a German man and a Polish woman, are alleged to belong to a transnational gang. It had arranged smooth trafficking of exceptionally large drug batches from Costa Rica to Western Europe via Panama, Cuba and Russia.
Customs officers detained the two suspects during control and examination at the Moscow international airport Sheremetevo-2 on December 21, 2003, after four suspicious boxes were found in their luggage.
The boxes meant for wine storage turned out to contain roughly 25 liters of liquid with 11 kilograms of cocaine dissolved in it, the press service said.
The suspects face prison terms of 7 to 15 years, according to the Russian Criminal Code.
