"Hopefully, OSCE member-states will soon come out for reforming the financing scale," he said.
"We need a real discussion of the scale of OSCE payments. If this issue is not discussed, the organization will face a big crisis by the end of the year. This crisis will not be the first and its consequences for the OSCE will be more serious," Kubis said.
OSCE members should make a decision on the scale of payments on the consensus basis.
"The Russian position is well-known but other countries have not accepted this approach yet," the OSCE secretary general said.
Russia came out for reforming the OSCE financing system. Russian Deputy Foreign Minister Vladimir Chizhov said that the system of payments made by OSCE member-states also needed revising. They should be proportional to paying capacity of the states.
