"It will be a permanent cultural and political institution to sum up the results of the political season and to set an agenda for the next season," he said.
Pavlovsky made a reference to the established Russian tradition whereby at the end of August or early in September, a period when politicians go on vacations, the country sees a change in its political agenda. "Actually, the forum will become a kind of an enlightening organization because Russia is badly in need of political enlightenment," he added.
The first forum will be attended by the president's staffers, MPs, politicians, public figures and experts from Russia and foreign countries, said Pavlovsky. He assured there would be every opportunity for free communication, the more so as politicians, including party leaders, will be represented in their non-political role, that is as public figures, experts and bearers of humanitarian experience.
The forum's sessions and round-tables will deal with such problems as the European Union's influence on the post-Soviet space, political reforms in central Asia, the Moldova-Transdniestria confrontation as well as the results of the year of revolutions in the post-Soviet environment, said Pavlovsky. "The forum won't be a broad public event-it will be open for the press but with certain restrictions."
