PACE continues to monitor implementation of Russian obligations

MOSCOW, June 17 (RIA Novosti) - The forthcoming summer PACE session will not adopt the decision concerning the cessation of the monitoring over the implementation of the Russian obligations, taken in 1996 with the inclusion in the Council of Europe, Konstantin Kosachev, the Head of the State Duma (the Lower Chamber) international committee, said.

The PACE session, which will be held this June, will consider the report on the implementation of the Russian obligations. Following the report the Assembly will decide whether to stop the monitoring or to continue it in the current format.

Moscow hasn't fulfilled a number of substantial obligations, Kosachev said at the press-conference in Moscow on Friday. This concerns the ratification of the sixth protocol to the European Convention on Human Rights, which abolishes the death penalty, Convention on the citizenship as well as fighting against the corruption.

According to Kosachev, "the report, which will be delivered at the PACE session in June, includes a reasonable criticism of the 'hazing' in the Russian Army as well as of the FSB (Federal Security Service) control over the isolation ward in Lefortovo (Moscow's east).

Kosachev also said that it is "difficult to argue with the demand concerning the withdrawal of the 14th army from Moldova and on the situation with Turks-Meskhetians."

Meanwhile, Kosachev said that the report is biased at some points. Particularly this concerns the attitude towards the current reform of the "power vertical" in Russia, the order of gubernatorial elections, as well as the transition to the proportional State Duma elections system.

Kosachev reminded that the reformation of the gubernatorial appointment was approved by the Venice Commission (a body of the Council of Europe, which brings to conformity documents, approved by the CE member-countries, with the all-European standards.)

It is not worth provoking the agitation concerning the current reformations in Russia, Kosachev added. He said that the Russian delegation will amend the draft resolution within the frames of the session.

The PACE session will be held on June 20-24 in Strasbourg.
