MOSCOW, June 22 (RIA Novosti) - The CIS economic association Eurasec (Eurasian Economic Community) is open to any country sharing its goals and principles and ready to assume relevant obligations, a Kremlin source said Tuesday.
The comment came on the eve of a session of the organization's Intergovernmental Council, to be held Wednesday.
The source also said that any states and international organizations could participate in Eurasec as observers. Armenia, Moldova and Ukraine have observer status.
According to the source, cooperation between Eurasec members has been developing following the resolution on WTO membership passed at the previous Intergovernmental Council in June 2004.
Under the resolution, the conditions for Russia's membership in WTO should be considered as bases for negotiations for other Eurasec member-states joining the WTO.
"The efforts of all member-states have increasingly become more effective and focused on quicker integration into the system of economic ties," the source said.
"The de facto maintenance of free trade, the simplification of customs procedures within internal borders and gradual contingence of national legislations have already allowed the Eurasec member-states to reach a new level of cooperation," he said.
Eurasec was created in October of 2000 to establish budget and voting procedures according to economic partner weights and rigid financial discipline.
The precise decision-making and implementation factor has been a significant step towards creating a common economic space within the CIS, the source said.
