"The Assembly again demonstrated that it faltered and adopted a number of amendments that were used by some states in their own national interests," Kosachev told journalists following voting on the report.
According to him, amendments with wordings such as "the occupation of the Baltic States" are unacceptable.
Kosachev also expressed his regret that PACE raised the issue of relations between Russian and Belarus, which are not part of the monitoring mandate.
Kosachev also pointed to the objectivity of demands connected with the rule of law, democracy and human rights.
The Russian delegation head said Russia was ready to return to the monitoring of its obligations to the Council of Europe, even though some speakers at the session told journalists this would be impossible in the near future.
"We will work in accordance with our plan of actions," Kosachev said.
He said the Russian delegation had relevant agreements within the framework of the monitoring commission.
