"Ukraine decided to choose the EU customs systems. It is impossible to join two customs systems at the same time," he said following a session here Friday of the high level group for the formation of the Common Economic Space, which comprises Russia, Ukraine, Belarus and Kazakhstan.
According to Terekhin, Ukraine is not ready for a customs union yet as its constitution prohibits delegating authorities to sub-national bodies that will be set up in the Common Economic Space.
"At the moment, Ukraine is ready to form a free trade zone without restrictions and exemptions," he said.
Belarussian Deputy Prime Minister Andrei Kobyakov said that all the Common Economic Space members, except Ukraine, strived for a free trade zone with civilized restrictions and exemptions.
