MOSCOW, June 30 (RIA Novosti) - Igor Shuvalov, a Russian presidential aide, said Thursday that a different atmosphere in society, higher wages for civil servants, and appropriate punitive measures all had to be established for anti-corruption efforts to be successful.
Shuvalov said moves to amend or abolish laws were not part of an overall package to combat corruption, which meant that the campaign against it could go on forever.
"People should feel confident that officials will not charge them unfairly for implementing procedures laid down in the law," said Shuvalov.
