NALCHIK, July 5 (RIA Novosti) - The situation in Daghestan cannot be settled by military force alone, Russian Defense Minister Sergei Ivanov said Tuesday.
"The recent explosions in Daghestan concerns Russia but the threat cannot be combated by military force alone. This is a complicated issue, which must be settled by military and civilian methods," Ivanov said.
