The declaration was a response to the Polish Foreign Minister Adam Rotfeld's announcement that "within the next few days a Belarussian diplomat will be expelled".
A few days ago, the Belarussian authorities expelled the head of the Polish embassy's consular section in Minsk, and before that an embassy adviser.
The Belarussian declaration says that "Recent actions from the Polish side show a conscious attempt to damage Belarussian-Polish relations".
Minsk considers Poland's attempts to influence the situation surrounding the Belarussian public organization "Union of Poles in Belarus" to be unacceptable.
The Belarussian side said that it had initiated talks over regulating the situation and smoothing out relations. According to the document, "in entirely good faith, Belarus offered to regulate the situation, allowing the Polish side to play a role in the Union of Poles in Belarus".
