He said the terms of the company's privatization depended on the time of the issue of documents.
The draft has already been coordinated with the Finance Ministry, the Federal Anti-Monopoly Service, the Federal Protection Service and the Federal Security Service.
Gref said earlier that the company could be sold in early 2006.
Svyazinvest was included in the government's 2005 privatization plan. However, the privatization was postponed because the company had to be removed from the list of strategic enterprises. The Economic Development and Trade Ministry submitted a relevant draft statement to the government in April, but the document had to be officially coordinated with other ministries.
Svyazinvest is one of the world's larges telecommunications holdings and comprises seven major inter-regional companies and five open joint stock companies, including Rostelecom, Russia's biggest operator of international and intercity communications.
