Zatulin, a State Duma CIS committee member and director of the CIS Institute, did not rule out that blackmail attempts by Georgia would continue.
He said terrorist acts could be staged "under the slogan of Georgian guerillas fighting for Abkhazia's return to Georgia."
The deputy said all complicated issues could be resolved provided Russia, Georgia, and Abkhazia joined their efforts. He said the restoration of the railroad connection via Abkhazia would not cost that much.
On Wednesday, Russian and Abkhazian experts started examining the railroad bed on Abkhazian territory. The railroad was damaged in 1992-1993 during military operations. A report on the status of the Abkhaz section of the road will be ready by October 1. Russian peacekeepers will provide security.
Only trains traveling from Sukhumi (Abkhazia's capital) to Moscow and from Sukhumi to Adler (southern Russia) pass through Abkhaz territory on the one-way railroad with a speed limit of 60 km/hr.
