Russian Finance Minister Alexei Kudrin said the 2006 budget was "special" because it was developed for the next three years.
Kudrin called the 2006 budget "a budget of development that envisions the further reduction of the tax burden, implementation of new projects in the development of infrastructure (construction of roads, ports, and airports)."
According to Kudrin, in 2005-2006, the government plans to reform the tax administration. In the fall, the State Duma will review a law that defends the rights of taxpayers. The draft provides for a 29% increase in education spending and a 64% increase in healthcare spending.
"The budget surplus is going to be less next year than in previous years. We will spend part of the Stabilization Fund, but the remaining part will grow and we will use it in the future," Kudrin said.
