Federal Agriculture Agency criticized for failing to restore Chechnya's economy

MOSCOW, August 25 (RIA Novosti) - Regional Development Minister Vladimir Yakovlev criticized the Federal Agency for Agriculture for failing to implement the 2005 federal program for Chechnya's reconstruction.

"A large amount of funds - 494 million rubles ($17.3 million) was allocated, but implementation has not even begun," the minister told an interdepartmental commission on the reconstruction of Chechnya Thursday.

Yakovlev instructed the ministry to prioritize three of the 13 facilities in need of restoration and complete the work.

The restoration of a poultry factory, canning factory, sugar refinery, and other facilities has been postponed because the functions of the state are being handed over to the Chechen government. Ministry representatives confirmed the allocated funds would not be used this year.

Operations at a total of 40 telecommunications facilities will be restored this year. More than $7 million will be allocated for this purpose.
