IRKUTSK, August 26 (RIA Novosti) - The Irkutsk regional legislation confirmed Alexander Tishanin as their new governor Friday in a 42-2 secret ballot after he was nominated by Russian President Vladimir Putin.
Tishanin is the former head of the East Siberian Railway and replaces the former governor Boris Govorin, whose term expired in 2005.
Tishanin, who, at 39, is the youngest of Russia's governors, was born April 20, 1966 in the city of Troitsk in the Chelyabinsk region. He graduated from the Urals Electromechanical Institute for Railway Transport Engineers in 1993 and the Urals State Academy of Railway Transport in 1999. In 2002-2003 he served as deputy head of the Circum-Baikal Railway and in 2004 he was appointed head of the East Siberian Railway.
