MOSCOW, August 19 (RIA Novosti) - An aircraft carrying U.S. senators Richard Lugar and Barack Obama has been delayed in Perm (a Russian city in the Urals) because the local airport does not service flights under the international Open-Skies Agreement, the Russian Federal Security Service (FSB) said.
An FSB official said, "The aircraft carrying the U.S. senators has been delayed because Perm airport, where they arrived from Moscow's Sheremetevo airport, is not included in the Open-Skies Agreement."
