Irina Tyurina said, "A Sibir airlines plane with a group of children took off for Moscow at 6.30 p.m. local time (3.30 p.m. GMT)."
The spokeswoman said 40 children remained in the hotel, but were expected to take a flight provided by Vim-Avia airlines an hour after their friends.
Tyrina said that Spectrum, the Moscow-based travel agent that organized the trip, had paid the money for the children's accommodation on time but a Turkish company had not transferred the money to the hotel.
In any case, the hotel management had acted against the law, she said. "The customers must not suffer in disputes between parties," Tyurina added.
The spokeswoman also said that the Moscow travel agent had demanded that the Turkish police officially record the children's statements.
