Chief of the Kremlin Staff Dmitry Medvedev read out Russian President Vladimir Putin's address to the ceremony's organizers and guests attending it.
"Russkoye Zarubezhye is an important unique project in international cooperation," it says.
Putin stressed that the foundation's staff had conducted enormous work to return books and documents reflecting the activity of Russians abroad, popularize the Russian language and keep alive the country's heritage.
The president said he was sure the library would give a new incentive to the development of compatriot relations.
Russkoye Zarubezhye is the largest library in Moscow. It covers 7,000 square meters and can store up to half a million of printed works, documents, exhibits, memoirs, letters, and audio and video tapes.
