"We believe the budget does not pay proper heed to the real sector of the economy. This budget is a cover budget rather than a development budget," Zyuganov said after President Putin's meeting with the top members of the government, parliament and State Council.
"Unless proper investment is made in aviation, mechanical engineering, tank building, automotive and transport industries, the country will not be able to drive, fly, plow or harvest," Zyuganov said.
Grain is bought from peasants at very low prices, which makes the work to grow it profitless, he said. Zyuganov also said the fight against corruption should be increased.
The Communist leader proposed establishing a state council with influential nationals, including scientists, experts and production managers who "can tell the truth about what is happening in the country."
"All that is useful for citizens, each turn in the social policy for the citizens' benefit will be supported by us," he said.
