MOSCOW, September 7 (RIA Novosti) - Members of parliament's lower house welcome the increase in health allocations in 2006, but fear misuse of the funds.
"The additional allocations might be misused if no legal framework is provided for the health reform," First Deputy Chairman of the Duma Health Committee Alexander Chukhrayev said at a plenary session of the State Duma.
Chukhrayev said the parliament members would like to see a comprehensive program for developing healthcare that would be comprehensible both for the people and for medical workers.
He also said the substantial increase in healthcare allocations would halve the funding for diabetes and the AIDS/HIV program.
Chukhrayev said higher health allocations were mostly expected to improve the situation in the struggling emergency medicine field.
