"Issues Concerning Commercial Activities with Other Countries," which was an updated version of the December 1, 2000 document, is now undergoing final coordination and will be published shortly, Prikhodko said.
He said a new body would be established to oversee such activities.
The resolution will give 21 defense enterprises access to the international spares, modernization and technical documents markets.
Only seven enterprises effectively use this right now, Prikhodko said.
"The defense sector will be liberalized to a certain extent and some businesses will have the opportunity to enter the international markets of spares, modernized military equipment and technical documents independently," Prikhodko said.
The list of issues that defense sector companies could pursue trade on, if permitted by the Federal Service for Military and Technical Cooperation, authorized by the president, has been extended.
He said the regulation on licensing export and import of defense sector products to Russia restricted the number of issues that need to be coordinated with the Defense Ministry and the list of necessary documents.
