"A significant part of intellectual property-related crimes are committed at sensitive facilities," Nurgaliyev said. He said it was prohibited for legal entities to lease production capacities at sensitive facilities, but no lease contract had been severed yet.
Nurgaliyev said judicial practice does not always correspond to the public danger of like crimes. He said 440 people had been convicted for crimes involving piracy, but only 11 were imprisoned while the rest received suspended sentences and other lighter punishments.
Nurgaliyev said unjustified high prices for licensed products, the absence of advocates for copyright holders in many Russian cities and the inactivity of foreign law enforcement bodies in the fight against Internet counterfeit distribution also contributed to piracy.
