* The Bauman Moscow State Technical University will host the opening ceremony of the 17th annual competition of 126 young scientists from the European Union who will present 79 innovative projects (10:00 a.m.). The competition will run until September 22.

VLADIVOSTOK, FAR EAST

* Russian Economic Development and Trade Minister German Gref, Transportation Minister Igor Levitin, and Natural Resources Minister Yury Trutnev, currently on a joint routine trip to the Far East and East Siberia, will attend a session on the socio-economic problems of Russia's Far East.

KALININGRAD

* Kaliningrad (the Russian exclave on the Baltic Sea) will host an awards ceremony for Teacher of the Year 2005.

* The fourth international scientific-practical conference, The Electronic Age of Culture, will open (September 18-22). Its task is to elaborate a single concept of cultural communication development and discuss preservation of Russia's cultural heritage.

* A total of 44 Russian cities will host the nationwide Day of Running.

UNITED NATIONS

* Russian Foreign Minister Sergei Lavrov will address the 60th session of the UN General Assembly. He is also scheduled to hold bilateral meetings with his foreign counterparts.

VIENNA

* Moscow Mayor Yury Luzhkov and his London, Paris, and Washington counterparts will attend celebrations of the 60th anniversary of Vienna's liberation and the end of World War II.

BERLIN

* Early parliamentary elections will be held in Germany.

KABUL

* Elections to the parliament and local legislatures will be held in Afghanistan.
