BISHKEK, September 20 (RIA Novosti) - General of the Army Nikolai Pankov was appointed a Russian Defense Ministry state secretary, a newly introduced post in all ministries that focuses on organizational issues and legislative interaction, Defense Minister Sergei Ivanov told journalists Tuesday.
In addition, Pankov will remain in charge of the army's personnel and education issues, Ivanov said.
