MOSCOW, September 30 (RIA Novosti) - A deputy chief in the Kremlin administration said Friday Moscow could sign a treaty with Chechnya on the division of powers between the federal center and the republic early next year.
Vladislav Surkov said the treaty could be signed only after Chechnya's parliamentary elections, which will be held November 27.
"The local parliament will participate in drafting the agreement," Surkov said, adding that the document was already being drawn up.
