German Gref said the bill drafted by the Industry and Energy Ministry "needed serious revision" and should be made "simpler and more transparent."
He also said the Industry and Energy Ministry had proposed regulating foreign ownership in many sectors, requiring that foreigners have government consent before purchasing enterprises. Gref said this would be "a burden to the government."
"We will work with the Industry and Energy Ministry to simplify these procedures and reduce the number of economic sectors to be regulated," the minister said.
The list of Russia's strategic assets and enterprises includes more than 1,000 state-owned and joint stock companies that ensure the country's strategic, defense and security interests. President Putin asked the government to clarify limits on foreign ownership of strategic assets by November 1 in his State of the Nation address.
