MOSCOW, October, 15 (RIA Novosti) - Russian and Slovenian Foreign Ministers Sergei Lavrov and Dimitrij Rupel will discuss preparations for the OSCE Foreign Ministers meeting in Ljubljana, set for December 5 and 6, 2005, at their Monday talks in Moscow, the Russian Foreign Ministry spokesman said Saturday.
Russia sees the upcoming session of the OSCE Ministerial Council as a test of the Organization's ability to reform. Without this, the Organization's relevance "will decline further," Mikhail Kamynin said.
"From our perspective, the main objective of the Ljubljana meeting is to adopt a specific package of measures to launch real reform of the OSCE, enabling it to meet new security threats and challenges," the spokesman said, adding that the reform should include a review of "activities by the Office for Democratic Institutions and Human Rights that have been arousing serious complaints, especially on election monitoring."
