BAKU, October 17 (RIA Novosti, Gerai Dadashev) - Rasul Guliyev, the former speaker of the Azerbaijani parliament and leader of the Democratic Party, was detained in the Ukrainian city of Simferopol Monday.

"Guliyev's plane was not admitted to the airport of Baku [Azerbaijan's capital], and he was forced to fly to Simferopol, where he was detained by local law enforcement," the party's vice chairman, Sardar Dzhalaloglu, said, adding that he was trying to find out the reasons for Guliyev's detention.

Guliyev emigrated to the United States in 1996. Azerbaijani authorities have accused him of misappropriating state property and issued an arrest warrant for the former speaker.

Guliyev is registered as a candidate for Azerbaijan's parliamentary elections scheduled for November 6. He said he intended to return to Baku to participate in election campaigns.
