"All issues concerning the program should be solved within the IAEA framework," Lavrov said after the meeting with his Iranian counterpart Manouchehr Mottaki.
Lavrov said they agreed to continue talks on this issue with other countries, particularly with the European Troika, also known as the Big Three.
Mattaki said there was no need for the issue to go beyond the IAEA.
"We have agreed there was no need to politicize the Iranian nuclear dossier and the issue should be solved within the IAEA framework," he said.
Mattaki added that Iran had a legal right to use nuclear power for peaceful purposes under the Nuclear Non-Proliferation Treaty.
The ministers also discussed cooperation on the Caspian Sea in order to prevent the smuggling of sensitive materials, which could be used for constructing weapons of mass destruction.
