Iran could refuse inspections if nuclear dossier given to UN Security Council

MOSCOW, October 24 (RIA Novosti) - Iran could refuse IAEA inspections if its nuclear dossier is given to the UN Security Council, the Iranian foreign minister said Monday.

"If the nuclear dossier of our country is submitted to the UN Security Council, Iran may stop voluntarily fulfilling the additional protocol to the Nuclear Non-Proliferation Treaty," Manuchehr Motaki said.

He said that turning over the matter to the UN Security Council would be politically motivated.

"Iran will not give up its legal right to create a nuclear fuel cycle," he said.

Russian Foreign Minister Sergei Lavrov said after the meeting with Mottaki that concerns over Iran's nuclear program needed to be addressed within the limits of the International Atomic Energy Agency.

"All issues concerning the program should be solved within the IAEA framework," he said.

Lavrov said they had agreed to continue talks on this issue with other countries, particularly with the European Troika, also known as the Big Three.

The European Troika, comprising Britain, France and Germany, issued a resolution on Iran demanding the handover of Iran's nuclear dossier to the UN Security Council with further sanctions against Iran. The resolution demands that Iran re-impose a moratorium on nuclear activities by the November session of the IAEA Board of Governors and give up creating a complete nuclear fuel cycle.

Iran called this resolution inadmissible and said it would refuse all former obligations, including the additional protocol, if the IAEA did not introduce amendments to the resolution.

Earlier in October, the Iranian Foreign Ministry said it was ready to resume talks with the European Troika.
