Oil export duties to be up $0.2-0.5 per ton December 1

MOSCOW, October 28 (RIA Novosti) - Oil export duties will total $179.2-179.5 per metric ton on December 1 against the $179 established beginning October 1, the Finance Ministry said Friday.

Alexander Sakovich, the deputy chairman of the ministry's customs payment department, said the new figure was based on price monitoring in September-October.

Oil export duties are reviewed once in two months and are based on the average oil price on the world market during the past two months.

"Export duties are unlikely to hit a new record and top $180 from December 1," Sakovich said.

He said duties would go up to $180 if the average price for Urals totaled $56.78 per barrel in September-October.

"The average price for oil is more likely to be $56.6-56.65 per barrel in this period," he said.

Sakovich also said that if export duties changed slightly, the government would hardly find it necessary to review duties on oil derivatives.

"Duties on oil products will most likely remain at that level for another two months," he said.

Earlier reports said export duties on light oil products would be raised to $133.5 per metric ton on October 29 and on heavy products to $71.9 per ton.

The commission for protective foreign trade measures will decide on the new oil export duties using contingent valuation.
