BAKU, November 6 (RIA Novosti) - The U.S. Embassy is monitoring the voting in an electoral district where opposition leader and former speaker of the Azerbaijani parliament Rasul Guliyev is running for parliament, the American ambassador to the country said Sunday in the capital of Baku.

Ambassador Reno Harnish expressed hope that the voting in the electoral district would be fair.

"Rasul Guliyev has lived in the United States for nine years. We understand that if he returns, he will face criminal charges," the ambassador said.

According to Harnish, 40 groups from the U.S. embassy were watching the parliamentary elections across Azerbaijan.

He said he believed that the necessary conditions for holding elections in the country existed, but stressed that one day did not dictate the outcome of the event.

"We need to take into account the whole eight-month process," which he said had its positive and negative moments.
